OpenAI has taken a major step toward turning ChatGPT into an advertising platform. What started as a limited experiment in early 2026 has now developed into a broader advertising system, with businesses able to create and manage campaigns inside ChatGPT.
The change is important because ChatGPT is not a traditional search engine. People use it to ask questions, compare products, research options and make decisions through conversations. That makes advertising inside an AI assistant fundamentally different from placing an advertisement on a conventional website.
OpenAI says its advertising approach is designed to keep advertisements separate from ChatGPT's answers. At the same time, the company has introduced new privacy and advertising controls that make it important for users to understand how ad personalization works and how the company's latest privacy-policy changes affect marketing outside ChatGPT.
ChatGPT Ads Are No Longer Just an Idea
OpenAI officially began testing advertisements in ChatGPT on February 9, 2026. The initial test was aimed at logged-in adult users on the Free and Go plans in the United States. Plus, Pro, Business, Enterprise and Education accounts were excluded from the advertising test.
The program has since expanded. OpenAI's current Help Center information says advertisements may appear for Free and Go users in the United States, United Kingdom, Australia, New Zealand and Canada, while Plus, Pro, Business, Enterprise and Edu plans remain ad-free. OpenAI also says ads are not shown when it knows or predicts that a user is under 18.
This is therefore no longer simply a future possibility. OpenAI is actively building the infrastructure required for a full advertising business around ChatGPT.
Where Will Ads Appear?
The advertisements are designed to appear below a ChatGPT response rather than being inserted into the answer itself.
OpenAI's current advertising documentation describes an ad unit containing the advertiser's name, logo, headline, description, landing page and, where applicable, an image. The advertisement is visually separated from the generated response and identified as advertising.
That distinction is one of OpenAI's central advertising principles. The company says advertisements do not influence the answers generated by ChatGPT. In other words, an advertiser should not be able to pay OpenAI to make ChatGPT recommend its product or change an answer in its favour.
This separation is particularly important because people may use ChatGPT for decisions involving products, services and businesses. An advertisement appearing alongside an answer could otherwise easily be confused with an AI recommendation.
How Does ChatGPT Decide Which Advertisement to Show?
OpenAI says the advertising system starts with the topic being discussed in the current conversation and uses that context to select relevant advertisements.
For users who have enabled personalized advertising, OpenAI may also use additional signals from the user's broader ChatGPT experience, including past chats and interactions with advertisements, to make ads more relevant over time.
This creates a significant difference between ordinary contextual advertising and personalized advertising.
With contextual advertising, the current conversation can determine which advertisement is relevant. With personalization enabled, additional information from a user's wider ChatGPT activity may also influence the advertising selection.
OpenAI provides controls for managing this experience. Users can turn off ad personalization, dismiss advertisements, see why an advertisement was displayed and clear advertising data.
Does OpenAI Give Your Chats to Advertisers?
According to OpenAI, no.
The company's current ChatGPT advertising guidance states that advertisers do not receive users' conversations, chat history, memories or personal details. Advertisers instead receive aggregated, non-identifying information about advertising performance, such as views and clicks.
This is an important distinction. ChatGPT can use conversation context internally to determine which advertisement is relevant, while the advertiser does not get access to the underlying conversation.
OpenAI has also stated that advertising data remains within its advertising system and that advertisers do not receive personal conversation information simply because an advertisement was selected based on the current chat.
The More Important Privacy Change Is Not Only About ChatGPT Ads
The advertising announcement has attracted most of the attention, but another change deserves closer attention.
OpenAI's US Privacy Policy was updated on May 18, 2026. The updated policy explicitly describes additional uses of personal data connected to advertising and marketing. It says that, subject to user controls, Free and Go users may have their ads personalized, and it also describes promotion of OpenAI's own products and services on third-party websites and applications.
This is different from the advertisements that appear inside ChatGPT.
The updated policy says OpenAI may receive information from advertisers and other data partners to help measure and improve the effectiveness of advertisements shown to Free and Go users. The policy gives the example of potentially receiving information about purchases made from advertisers.
That does not mean advertisers receive users' ChatGPT conversations. Instead, it means OpenAI's privacy documentation now explicitly covers additional data flows related to advertising measurement and marketing.
OpenAI Also Explains Advertising on Other Websites
OpenAI has published a separate explanation of how it promotes its products on third-party properties.
The company says it may share limited information with selected marketing partners, including identifiers associated with a browser or device and basic commercial or browsing information, so that those partners can help display advertisements for OpenAI products on other websites or apps.
For example, OpenAI says information such as whether someone uses the Free tier or has visited a particular OpenAI product page may be used for marketing purposes. It also explicitly states that it does not share users' ChatGPT conversations or uploaded documents, images and videos with these marketing partners for that purpose.
OpenAI describes this activity as targeted advertising or cross-context behavioral advertising under certain US state privacy laws.
Users can opt out through the marketing privacy control in their account settings, under Settings > Data Controls > Marketing Privacy.
ChatGPT Ads and Third-Party Marketing Are Two Different Things
This distinction is easy to miss.
There are effectively two separate advertising-related systems.
The first is advertising inside ChatGPT, where an advertisement can appear below a response and may be selected using the context of the conversation and, where enabled, additional ChatGPT signals.
The second is OpenAI marketing on third-party websites and apps, where OpenAI may use limited information with selected marketing partners to promote its own products.
The privacy implications are therefore not identical. A statement such as "OpenAI does not share your chats with advertisers" refers to the ChatGPT advertising system; it should not be interpreted as meaning that OpenAI never shares any information with marketing partners for any advertising purpose. OpenAI's updated privacy policy and its separate marketing explanation make that distinction clear.
What About Memory and Past Chats?
Personalized ChatGPT advertising can become more relevant when additional context is available.
OpenAI says that, beginning in February, if advertising personalization is enabled, ads can be personalized using chats and other context ChatGPT uses to answer users. Where memory is enabled, ChatGPT may save and use memories and reference recent chats when selecting an advertisement.
This does not mean advertisers can see those memories or conversations. The selection can happen within OpenAI's system without exposing the underlying information to the advertiser.
Users who want a conversation that does not use or update memory can use Temporary Chat, according to OpenAI's advertising guidance.
OpenAI Is Building a Real Advertising Platform
The business side of the change has progressed quickly.
In May 2026, OpenAI announced new ways for businesses to buy ChatGPT advertisements. Companies can create campaigns through partners or through a beta self-serve Ads Manager. OpenAI also introduced cost-per-click bidding and expanded measurement capabilities.
This is a significant development because it moves ChatGPT advertising beyond an experimental placement toward a conventional advertising marketplace.
OpenAI's advertising platform now presents ChatGPT as a place where consumers explore options, compare alternatives and make purchasing decisions. The company is positioning these interactions as valuable moments for advertisers because the user is often expressing a specific intention rather than simply browsing a webpage.
Which Users Will See Ads?
The current rules are relatively straightforward.
Free and Go users may see advertisements where the advertising program is available. Plus, Pro, Business, Enterprise and Edu users are currently excluded from ads. OpenAI also says advertisements are not shown to users who tell the system they are under 18 or who are predicted to be under 18.
OpenAI's ad policies also place restrictions on where advertisements can appear. Ads are prohibited in a range of sensitive contexts, including political content, privacy-related conversations, fraud and deception, cyber abuse, self-harm, terrorism and other sensitive or harmful categories.
This is intended to prevent advertisements from appearing next to conversations where commercial messages could be inappropriate or undermine user trust.
Why This Update Matters for the Future of AI
The introduction of advertising changes the economics of consumer AI.
Large AI models require substantial computing infrastructure, and maintaining a powerful free service is expensive. OpenAI has said advertising can help support broader access to ChatGPT while keeping the Free and Go tiers available to a wider audience.
For advertisers, meanwhile, ChatGPT offers something different from traditional keyword advertising. A person can explain exactly what they want, compare several choices and ask follow-up questions in the same conversation.
That creates a new advertising environment in which the user's intent can be much richer than a simple search query.
The challenge for OpenAI will be maintaining the boundary between useful recommendations and paid promotion.
What Users Should Pay Attention To
The arrival of advertisements does not automatically mean ChatGPT has become less private. OpenAI has built controls around ad personalization and says advertisers do not receive users' chats or personal details.
However, the latest privacy documentation shows that advertising and marketing now involve more clearly defined categories of data processing than before. Free and Go users should therefore understand the difference between ad personalization inside ChatGPT and OpenAI's marketing activities on third-party properties.
The most useful step is to review the available controls rather than relying solely on a general assumption that all advertising works the same way.
ChatGPT provides controls for advertising personalization, while OpenAI separately provides a marketing privacy control for certain third-party advertising activities.
The Bigger Picture
OpenAI's new advertising strategy is more than a small interface change. It represents the beginning of a new business model for ChatGPT.
The company is building an advertising marketplace, giving businesses tools to purchase campaigns, introducing CPC bidding and developing measurement systems. At the same time, it is defining rules around ad placement, personalization and user privacy.
The latest privacy-policy changes make the situation even more important to understand. OpenAI now explicitly documents advertising personalization for Free and Go users and limited data sharing with selected marketing partners for promoting OpenAI products on third-party properties, while continuing to state that advertisers do not receive users' ChatGPT conversations.
For users, the key question is no longer simply whether ChatGPT has advertisements. The more important question is how advertising is selected, what controls are available and where personal data is used for advertising and marketing.
As AI assistants become places where people search, compare and make decisions, advertising inside conversational AI could become one of the most important changes in the online advertising industry.
